The reauthorization of the Elementary and Secondary Education Act (ESEA) by the Every Student Succeeds Act (ESSA) resulted in significant changes for requirements related to students in foster care in both the McKinney-Vento Homeless Assistance Act and Title I of the ESEA/ESSA.
What changes occurred in the law? An example of a change implemented is that students awaiting foster care placement are no longer automatically eligible for services under the McKinney-Vento Act. Another example is the additional requirement in ESSA under Title I to ensure the educational stability of students in foster care, bringing the ESSA requirements in line with those of the Fostering Connections Act.
