TransACT customers with an active subscription to the ESEA (ESSA) ParentNotices collection now have complete access to expertly written compliance resources, including a recently added notification. An ESSA Subscription includes:

  • Over 100 notifications translated into priority languages for compliance with ESSA Parent and Family Engagement Requirements
  • Features that allow forms in all languages to be auto-filled with information like Student/School name, meeting location dates and times, and other custom information
  • TransACT Roadmaps, a bank of online questionnaires to help district staff understand requirements for parent communication based on your district's unique circumstances
  • A new parent notification that is newly required this year: "Status of School Performance, Notice to Parents." The 2018-2019 school year will be the first year that schools are identified for School Support and Improvement under ESSA

Schools identified for Support and Improvement will be required to distribute this notification to the parents of students attending their school. To celebrate their success, it is also recommended that this notice is distributed to the parent of schools with a strong performance record.

The TransACT® ParentNotices ESEA (ESSA) collection provides resources such as compliance RoadMaps, stakeholder notification checklist, and over 100 notifications translated into priority languages to support districts in managing the risk and costs associated with complying with parent and family engagement requirements in the Every Student Succeeds Act (ESSA).

The Every Student Succeeds Act (ESSA), which reauthorized the Elementary and Secondary Education Act (ESEA), was passed in December of 2015. It has seen a number of delays in different areas. The U.S. Congress delayed full implementation of ESSA, from July 1, 2016, to July 1, 2017, just 8 days after the law was signed by President Obama. The U.S. Department of Education (USED) further delayed the implementation of ESSA's accountability provisions until the current school year (2018-2019 SY).

The notification to send to parents regarding their student's school's performance was impacted by the submission of ESSA State Plans. All ESSA State Plans were submitted by the beginning of the 2017-2018 school year and many were approved by early 2018. TransACT's Executive Director for Federal Compliance and State Relationships, Dr. David Holbrook, organized a team of nearly 20 State Directors to develop the notification to be used to report the status of a school's performance. The Status of School Performance, Notice to Parents notification has been legally reviewed by the law firm of Brustein and Manasevit for compliance with the requirements of ESSA. After the legal review was completed, it was sent for translation into priority languages by certified translators with educational experience.
